A CAT II meter is fine for outlet-level and appliance work, but testing at a breaker panel calls for at least a CAT III-rated meter. A non-contact voltage tester is a useful first check but never proof a circuit is dead; always confirm with a rated meter and, for anything beyond a simple outlet swap, know when to call a licensed electrician.
